Legal interest in bringing proceedings against a negative decision of pre-contractual control after the cancellation of the annulment of a competitive procedure by a decision of the Authority for the Examination of Preliminary Appeals. Public contracts between entities within the public sector (program - contracts).  Circumstances in which the signing of the executive contract is not hindered despite the fact that an amendment to the program - contract was found without prior pre-contractual control by the Court.
