Article 22 (21)(a) of the Civil and Military Pensions Code which provides a five-year time limit for applying to the competent pension institution in order pension rights to be recognized, violates the Article 1 of Protocol No 1 of the Convention for the Protection of Human Rights and Fundamental Freedoms.
