He was born in the village of Frangiades in Zagori and from Bucharest where he was studying he returned to Greece in 1821 to take an active part in the Struggle. He was the secretary of the hero of the Revolution Archimandrite Grigorio Papaflessas. His surname was Karagiannopoulos, but he replaced it with the pseudonym Tissamenos by which he is known in all the texts of the Agon. During the period of Governor I. Kapodistrias, he served in the General Secretariat of the Territory as an associate of Secretary Spy. Trikoupi in administrative matters. During the reign of Otto he initially served in administrative positions and was Minister of Finance: a) from 4/10/1839 to 24/1/1841 in the Government of King Otto, b) from 24/1/1841 to 10/8/ 1841 in the Government Alex. Mavrokordatos and c) from 10/8/1841 to 9/11/1842 in the Government of King Otto. He was then appointed Vice-President of the Court of Auditors (Government Gazette 39) and then by promotion he was President of the Court of Auditors from 10/11/1842 (Government Gazette 28) until 20/10/1843. During the movement of 1854 in Thessaly, Epirus and Macedonia he organized a corps of volunteers who operated in Epirus and fought at Peta Artas. After the failure of the movement, he retired from active politics and served for the second time as President of the Auditing Court from 6/5/1865 to 2/7/1866. He died on 23/7/1872.

He was born in 1787 in Smyrna, originally from Thrace. He was initially President of the Court of Auditors from 9/4/1836 to 31/12/1836. Subsequently, he was appointed President of the Court of Auditors three times: a) from 31/12/1836 (Government Gazette A 88) until 9/11/1842, b) from 20/10/1843 to 1855 and c) from 5/10/1855 (Government Gazette A 40) until 16/3/1865 (Government Gazette A 30) for approximately 22 years. He was Minister of Finance a) from 9/11/1842 to 3/9/1843 in the Government of King Otto, and b) from 22/9/1855 in the Government of the Republic. Voulgaris and served as temporary Minister of Foreign Affairs in the same Government. Bulgarian from 22/9/1855 to 14/2/1856 due to the absence abroad of the Minister Spyr. Trikoupis. He also served as a Senator from 2/26/1861 to 1/10/1862. He died on 29/11/1873.

Artemon Reny1833-1836
First President of the Hellenic Court of Auditors from its establishment 7/10/1833 until 9/4/1836. Economist. He was born in Lyon, France in 1776 and was the son of a French merchant settled in Italy. After his studies, he took over the management of one of his father's businesses in Italy, but for a short time, because the latter went bankrupt. He then developed a personal business activity and in 1809 was appointed Collector Administrator of municipal taxes in Rome by the French occupying authorities. He then developed new business activity in Paris. His reputation as a capable and honest person was what led John Eynardos to recommend him to the Governor of Greece John Kapodistrias to contribute to the organization of the Greek financial administration. He arrived in Nafplio with love for Greece in September 1831 before the assassination of the Governor and was appointed financial advisor to the Government. He left Greece after the assassination of the Governor (27/9/1831) and returned in December 1832 with a special order to prepare the arrival of the new King Otto who had been elected on 20/7/1832. Artem. Reny as the First President of the Court of Auditors from 4/10/1833 organized the Court well on the model of the French Court of Auditors and in the year 1836 he returned to France. His resignation submitted on March 22/April 3, 1836 was accepted on April 9/21, 1836. After two years (1838) he returned to Greece where he was appointed General Curator of Financial Management and from this position he spearheaded the establishment of the National Bank of Greece . He died in Athens on July 3, 1841 .
