On Thursday, 25 June 2026, the President of the Hellenic Court of Audit, Ms Sotiria Ntouni, participated in the international online session organized by the European Organisation of Supreme Audit Institutions (EUROSAI). The session was moderated by Mr Englman, Comptroller General and Ombudsman of Israel, whose institution currently holds the EUROSAI Presidency. The central theme of the session was "Accessibility of Audit Reports to the Public and Stakeholders". The panel also included the First President of the Belgian Court of Audit, Ms H. François, and the Auditor General of the Republic of Croatia, Mr I. Klešić.

During her intervention, Ms Ntouni presented the Hellenic Court of Audit’s new Communication Strategy and the innovations it introduces. She  emphasised the importance of setting clear priorities and fostering effective cooperation with institutional and societal stakeholders, with a view to maximizing the impact of the Court’s audit work. Particular emphasis was placed on the use of modern digital tools, visual content and social media to make information more accessible and easier to understand, as well on recent enhancements to the Institution’s digital platforms designed to improve public access to information. Finally, she highlighted the importance of building relationships of trust with the media and outlined the Court’s vision for strengthening public confidence in public audit. 

Through its participation in this session, the Hellenic Court of Audit reaffirms its commitment to adopting international best practices in public communication, with the aim of broadening the dissemination of the results of its judicial and audit work and thereby enhancing transparency, accountability and open communication with citizens.

The President of the Hellenic Court of Audit, Ms S. Ntouni, welcomed to her office on 8 June 2026 the distinguished Professor of Public International Law at the Faculty of Law of the National and Kapodistrian University of Athens (NKUA), former President of the European Court of Human Rights (ECtHR), and President of the Hague Academy of International Law, Mr Linos-Alexandros Sicilianos.

Mr Sicilianos delivered an online address to the judges of the Supreme Financial Court, focusing on the contemporary challenges faced by judges of the European Court of Human Rights in an ever-evolving international environment.

The event concluded with a fruitful discussion, during which the judges of the Hellenic Court of Audit had the opportunity to ask questions and exchange views with Mr Sicilianos on issues relating to the European system for the protection of human rights and the practical application of the European Convention on Human Rights.

The Hellenic Court of Audit participated in the Annual Meeting of the Superior Courts Network (SCN) Liaison Forum, held on 4 and 5 June 2026 in Strasbourg, at the premises of the European Court of Human Rights.

The Hellenic Court of Audit was represented by Ms Asimina Sakellariou, Judge-Counsellor and the Court’s Liaison Officer to the Superior Courts Network, following an invitation from the President of the European Court of Human Rights, Mr Mattias Guyomar.

The participation of the Hellenic Court of Audit reflects the Court’s active engagement in the Superior Courts Network, which now brings together 112 courts from 46 countries, and demonstrates its commitment to fostering dialogue and strengthening judicial cooperation at the European level.

The President of the Hellenic Court of Audit, Ms Sotiria Ntouni, represented Greece at the Annual Meeting of Auditors General of the Organisation for Economic Co-operation and Development (OECD) and Heads of Supreme Audit Institutions, held on 27-28 May 2026 at the Organisation's headquarters in Paris. In the context of the event, Ms Ntouni also participated in the proceedings of the Forum on Restoring Public Finances.

The President of the Court of Audit was accompanied by Junior Judge Ms Maria Douli.

This year's Meeting focused on the contemporary challenges of fiscal sustainability and the strategies that audit institutions should adopt at the international level. During the sessions, key issues were examined, such as the contribution of performance audits to achieving reforms, the integration of Artificial Intelligence (AI) into audit processes to enhance their effectiveness, and the management of fiscal risks arising from climate change and extreme weather events.

The participation of the President of the Court of Audit confirms the active presence of Greece’s Supreme Audit Institution on the international stage. It also reinforces the Court’s steady commitment to incorporating international best practices, with a view to promoting transparency, accountability, and the sound management of public funds.

The Hellenic Court of Audit, represented by Judge Counsellor Anna Papapanagiotou, participated in the Annual Meeting of the International Board of Auditors for NATO (IBAN), together with representatives of the competent audit institutions of the Member States (CNABs) of the defence organisation. The meeting took place on 21 May 2026 at NATO Headquarters in Brussels.

The meeting, which was also attended by the HCA Junior Judge Styliani Tori, reviewed the IBAN Annual Activity Report for 2025. Furthermore, discussions focused on strengthening international cooperation between IBAN, national Supreme Audit Institutions and the International Organisation of Supreme Audit Institutions (INTOSAI), the IBAN Special Audit Report on the Financial Reporting Accounting Framework, as well as the IBAN Performance Audit Report on NATO International Civilians. In addition, following a special invitation extended once again this year by IBAN, the Chair of the Supreme Audit Institution of Ukraine, Ms Olha Pishchanska, addressed the Meeting and presented the topic: “Accountability under fire: auditing public funds in wartime and preparing for reconstruction”. The Meeting concluded with a panel discussion, featuring presentations by the Supreme Audit Institutions of Romania, Lithuania, Sweden and the United States on the topic: “Confidentiality in defence audits – how to maintain necessary secrecy requirements while remaining accountable to the public”.

The Judge Counsellor reassured CNABs that the Hellenic Court of Audit remains firmly committed to supporting IBAN’s pivotal role within NATO’s governance framework, as also demonstrated by the recent signing of a Memorandum of Cooperation with the said audit institution.

A delegation from the Hellenic Court of Audit successfully participated in the Annual Meeting of Liaison Officers (LO) of the Supreme Audit Institutions (SAIs) of the European Union. This year's meeting was held in Larnaca, Cyprus, on 28 and 29 April 2026, and was hosted by the Audit Office of the Republic of Cyprus.

The Hellenic Court of Audit's delegation comprised Ms A. Mavrommati, Judge Counselor and Liaison Officer of the Court to the European Court of Auditors and the SAIs of the EU member states, and Mr E. Kalaintzis, Junior Judge and assistant to the Liaison Officer.

During the meeting, representatives of the European SAIs discussed key issues related to coordination and strategic planning. In particular, the agenda included:

-Preparations for the forthcoming meeting of the Contact Committee, scheduled take place in France on 13 and 14 October 2026.

-An update on the progress of the Contact Committee’s ongoing activities.

-An exchange of views on developments at both Member State and EU level concerning the Declaration on the European Investment Bank (EIB).

-Consideration of important cooperation matters, including the European Commission's Rule of Law Report (particularly with regard to SAIs' access to data, the parallel audit on Anti-Money Laundering (AML), and the exchange of best practices for staff mobility.

The most significant development of the meeting for the Hellenic Court of Audit concerned the scheduling of events for 2027.  In this context, it was officially confirmed that the Hellenic Court of Audit will host a High-Level Conference in 2027.

On Wednesday, 29 April 2026, the Greek Judge at the European Court of Human Rights, Mr Ioannis Ktistakis, delivered a speech  via videoconference to the Judges of the Hellenic Court of Audit.

During his address, Mr Ktistakis presented the recent case-law of the European Court of Human Rights and emphasised the need for an ongoing "dialogue" between the case-law of the ECHR and that of the national courts.

The President of the Hellenic Court of Audit, Ms Sotiria Ntouni, welcomed the Greek Judge and highlighted the pivotal role played by the case-law of the ECHR in strengthening the  Rule of Law and shaping contemporary judicial reasoning.

On Thursday, 2 April 2026, the Head of the Public Management and Budget Division of the OECD, Jón Blöndal, visited the President of the Hellenic Court of Audit, Ms Sotiria Ntouni.

During the meeting, the President informed Mr. Blöndal about the immediate priorities of the Hellenic Court of Audit, while Junior Judge Emmanouil Kalaintzis presented the Court’s competences and activities. Mr Blöndal, for his part, presented the Organisation's work in the fields of audit and public financial management. 

A constructive discussion also took place regarding the forthcoming meeting of Auditors General and Heads of Supreme Audit Institutions of OECD countries, which is scheduled to take place in Paris on 27 and 28 May 2026.

On Thursday, 2 April 2026, the Hellenic Court of Audit welcomed a delegation of senior judges from the Republic of North Macedonia.

The delegation, comprising Mr Darko Kostadinovski, President of the Constitutional Court, Mr Afrim Fidani, President of the Supreme Court, and Mr Aleksandar Kambovski, President of the Judicial Council of North Macedonia, was received by the President of the Hellenic Court of Audit, Sotiria Ntouni, in her office.

During the meeting, an exchange of information took place on the competences and work of the Hellenic Court of Audit and the Office of the State Prosecutor General, as well as on the newly established institution of the Court’s Press Spokesperson and its role. 

This was followed by a meeting held in a highly positive atmosphere, during which both sides were briefed on the structure and functioning of the judicial and audit institutions of the two countries. 

The Hellenic Court of Audit was represented by the First Vice-President, Ms Maria Vlachaki, the Vice-President and Spokesperson of the Court, Mr Dimitrios Peppas, and the Junior Judge Mr Emmanouil Kalaintzis. The Office of the State Prosecutor General was represented by the Deputy State Prosecutor General, Mr Antonios Nikitakis.

The meeting was also attended by the Court of Appeal Judge Sotirios Tsouvalas, member of the Special Legal Service of the Greek Ministry of Justice.

The VII International Congress on Public Audit and Anti-Corruption took place in Granada, Spain, from 2 to 6 March 2026. The event was co-organised by the Institute of the Supreme Audit Institutions of Brazil “Rui Barbosa” and the Universities of Salamanca and Granada.

Presentations were delivered at the Congress by officials from the Courts of Audit of Brazil, Angola, Argentina, and Spain, members of the academic community from the Universities of Granada and Salamanca, as well as representatives of Spanish public organisations.

The Hellenic Court of Audit was represented by Judge Counsellor Ms Anna Papapanagiotou, who delivered a speech entitled entitled “The jurisdiction in the Hellenic Court of Audit,”. In her speech, the Judge Counsellor emphasised that : "The multifaceted competences of the Court underscore its unique institutional value within the Greek legal order. Its role in combatting corruption—through the pre-contractual audit of public contracts and the recovery of unjustified financial benefits of public officials, as  identified in their asset declarations—resonates with citizens, strengthening transparency, accountability, and development for the benefit of the public interest."
