He was born in 1787 in Smyrna, originally from Thrace. He was initially President of the Court of Auditors from 9/4/1836 to 31/12/1836. Subsequently, he was appointed President of the Court of Auditors three times: a) from 31/12/1836 (Government Gazette A 88) until 9/11/1842, b) from 20/10/1843 to 1855 and c) from 5/10/1855 (Government Gazette A 40) until 16/3/1865 (Government Gazette A 30) for approximately 22 years. He was Minister of Finance a) from 9/11/1842 to 3/9/1843 in the Government of King Otto, and b) from 22/9/1855 in the Government of the Republic. Voulgaris and served as temporary Minister of Foreign Affairs in the same Government. Bulgarian from 22/9/1855 to 14/2/1856 due to the absence abroad of the Minister Spyr. Trikoupis. He also served as a Senator from 2/26/1861 to 1/10/1862. He died on 29/11/1873.
