He was born in Athens in 1939 and comes from Epirus. He graduated in 1962 from the Law School of the University of Athens, while in 1975 he also received a degree in Economics and Political Sciences from the same University. In 1966, he was appointed a lawyer at the Court of First Instance of Athens and subsequently, during the period 1966-1968, he did post-graduate studies in Greece in Private Law with a scholarship from the State Scholarship Foundation (IKY). In 1968 he was appointed a salaried President of the Court of First Instance, in 1968 a Court of First Instance and during the period from 1974-1975 he did postgraduate studies in England in Public Law - Public Administration with a scholarship of the IKY, and received the Degree of Master of science in Economics - Public Administration from the University of of London (London School of Economics). In 1980 he was promoted to the rank of First Instance President and in 1983 to the rank of Appellate. In 1986 he was appointed Vice-Chairman of the Court of Auditors and was subsequently promoted in 1990 to the rank of Advisor, in 1998 to the rank of Vice-President and in 2000 to the rank of President of the Court of Auditors.He served as President of the Audit Court from 2/7/2000 to 30/6/2006. He was a founding member, Deputy Director and instructor at the National School of Judges (1994-1996), instructor at the National School of Public Administration and member of its Educational Council as well as President of the National Gallery (2000-2001). He authored many studies on fiscal law issues and since 1986 he has been a lecturer on public expenditure control issues at various international conferences of Supreme Audit Institutions of the member states of the European Union and of the International Organization of Supreme Audit Institutions (EUR.O.S.A.I. and INTO.S.A.I.).In the years 1987-1998 he was also the liaison of the Hellenic Auditing Court with the above Supreme Auditing Institutions. He speaks English and French and already lives in Athens.
