Born in Solomos, Corinthia in 1947. Graduate of the Law School of the University of Athens, as well as the Department of Public Law and Political Sciences of the same University. In 1974 he was appointed Lawyer at the Court of First Instance of Athens and in 1975 Judge of Civil and Criminal Justice. He served successively in the Courts of First Instance of Piraeus as a Pareder, of Kyparissia, Nafplio and Athens as a First Instance Court, of Preveza and Athens as President of First Instance Courts and in the Court of Appeal of Athens as an Appellant. In 1999 he was appointed Advisor to the Court of Auditors, in 2003 he was promoted to Vice President and in 2010 to President of the Court of Auditors, and he had a total judicial service of 39 years. In 1994, he was elected by the Plenary Session of the Judges of the Court of First Instance of Athens, the largest Court of the country, as its first elected President (Head), an institution he served for two years, developing many initiatives. He was, at the proposal of the Greek Government, a member of the group of Arbitrators at the International Center for Settlement of Investment Disputes of the UN, and is a regular member of the Society for Judicial Studies. He has been elected as a member of the Board of Directors for several years. and today he is the Vice-President of the "Association of Judicial Officers for Democracy and Freedoms", which is a member of the European Union of Judges (MEDL). During the years 1997-2002, following a decision of the Minister of Finance, in execution of a relevant term of the will of Evangelos and Konstantinos Zappa, he served, alongside his judicial duties, as Chairman of the Board of Directors. of the Olympiads and Bequests Committee, which was responsible for the management of the Zappa Palace and the general property of the Zappa bequest. He participated in the Parliament's Committee for the control of the finances of the parties and the wherewithal of the MPs for many years. He speaks the English language. He has written several scientific papers and studies, many of which have been published in the daily and legal press. As President of the Court of Auditors since the beginning of 2010 in cooperation with the European Court of Auditors and the Supreme Audit Institutions of the Netherlands, Belgium, of Germany and France proceeded to modernize the audit powers of the Court of Auditors by implementing a road map with basic directions during the audits to apply international audit standards, to carry out coordinated management audits in areas of high audit interest in all the entities of the Territory. He was honored in 1971 with a prize from the European Association and in 1977 with the prize for excellence in Public Law from the M. Stasinopoulos Foundation, and in 1995 he was declared an honorary member of the Inter-Balkan Anti-Narcotics Association for his contribution to the prevention and fight against the spread of drugs. Also on 6/8/2012 the President of the Republic awarded him the Grand Cross of the Order of the Phoenix. This honorary distinction was awarded by the President for his great services to justice and the Motherland in general. On 5/28/2013, he was honored for his great contribution as an officer of Justice and his support for the institution of self-government by the Union of Mayors of Attica. Finally, he served as President of ASEP from 2.12.2014 to May 2021.
