He was born in the year 1926 in Kallithea Pylias, Messinia Prefecture. He served in the Army for 38 months as a Reserve Second Lieutenant of Infantry. Graduate of the Law School of the University of Athens and the Pantheon School of Political Sciences. He was appointed a lawyer at the Court of First Instance of Athens. In the year 1958 he was appointed after a competition to the Treasury Service of the State Accountant General and in February 1967 he was promoted to Financial Inspector of Public Accounts (Ministry of Finance). In February 1974 he was appointed Vice-Chairman of the Court of Auditors, promoted in October 1979 to Councilor and in August 1989 to President of the Court of Auditors. As President of the Court of Auditors, he exercised his duties from 1989 until 1993, when he left and was awarded the title of Honorary President of the Court of Auditors. He was a member of the Supreme Special Court (SEC). As President of the Court of Auditors, he achieved the reorganization and decentralization of the Court and the expansion of its powers. Among other things, the following are mentioned: a) From 1/1/1990 he reinstated (with the provision of paragraph 3 of article 22 of Law 1868/1989 - Official Gazette A 230/10.10.1989, which he recommended to the Minister of Justice) the preventive control of Public Expenditures, which was established by Law AVOZ/1887 and was repealed by the unconstitutional (according to the unanimous decision of the Plenary) provisions of article 34 of Law 1489/8.11.1984. b) Article 85 of Law 1892/1990 (Law 1943/91 art. 77 and Law 2145/93 art. 15) established (with special provisions which he proposed) for the first time the preventive control of contracts the State, OTA, NPDD and Public Organizations, optional, with a perspective of the final regulation after the decentralization of the Court (made mandatory by art. 8 of Law 2741/99 and institutionalized by art. 98 para. 1b' of the Constitution). c) In 1992, he introduced the Computerized Organization to the Court of Auditors (it was the first Court), which evolved into its current form. d) With articles 13 to 18 of Law 2145/26.5.1993 (which he formulated and recommended to the Minister of Justice) he achieved the reorganization and decentralization of the Court of Auditors, with the establishment, among others, of Single-Member Echelons at the seat of each Prefecture and Ministry,with Head of Paredro or Reporter. For this purpose, 64 new positions of Lecturers, 5 Assistants (40 in total), 1 Counselor (20 in total) were established., 1 Vice-President (total 4) and 1 position of Deputy Commissioner (section B of paragraph 5 of article 13 of Law 2145/93, added during the debate in Parliament with an amendment). Unfortunately, the decentralization system was overturned in 1994, by the new Government, and an original new arrangement for the judicial reorganization-decentralization of the Court and the fuller, modern exercise of its constitutional powers was lost. In the elections of 10/10/1993 he was elected State Member of Parliament with the New Democracy party and served as Member of Parliament until 24/8/1996. He was the President of: the National Gallery, the Onassios Cardiac Surgery Center, the OTE, the Piraeus Port Organization, GAIA OSE, the Supervisory Board of PPC, the Board of Chartered Accountants, the NPDD Board of Directors and Committees. He participated as president of the Court of Auditors in many conferences of the Presidents of the Audit Institutions of the European Union, the Institutions of the States of Europe (EUROSAI) and the member states of the UN (INTOSAI). In the year 1992, he was named by the Patriarch of Jerusalem Grand Commander of the Order of the Orthodox Crusaders of the Holy Sepulcher and was awarded its golden Cross. He authored the books "Administrative Execution Procedure", "Certification and Collection of Public Revenues" and "Budget Execution Audit". He is married, the father of a son, an Athens lawyer, and lives in Athens.
