Participation of the Hellenic Court of Audit in the 1st EUROSAI Capacity Building Seminar
The Hellenic Court of Audit participated in the 1st EUROSAI Capacity Building Seminar; held in Warsaw on 14-15 October 2025. The seminar covered the following thematic areas:
The implementation of the revised ISSAI 140 standard (Quality Management System for Auditing).
The use of plain language to enhance quality and facilitate communication.

The participation of the Hellenic Court of Audit in such initiatives reflects its firm commitment to the continuous improvement of audit quality, the strengthening of transparency, adaptation to modern international challenges, and the ongoing enhancement of its audit work.

Participation of the Hellenic Court of Audit in the Founding Meeting of the EU Network on the Audit of Migration
The Hellenic Court of Audit participated in the founding meeting of the new EU Network on the Audit of Migration, which will operate within the framework of the Contact Committee of the Supreme Audit Institutions of the European Union. The network aims to facilitate the exchange of best practices in the auditing of processes related to migration.

At the meeting, which was organised by the Spanish Court of Audit (Tribunal de Cuentas) and held in Madrid on 7–8 October 2025, the Hellenic Court of Audit was represented by Mr. Emmanouil Kalaintzis, Junior Judge, and Ms. Aikaterini Kamaradou, Commissioner.
Discussions focused on a number of key issues, including the protection of national and European borders, the integration of migrants into society, labour market gaps, and employment opportunities for migrants.
The participation of the Hellenic Court of Audit reflects its commitment to promoting transparency and sound financial management in areas of significant European interest. Cooperation among Supreme Audit Institutions plays a vital role in addressing shared challenges and strengthening public accountability for the benefit of citizens.

Official Visit of a Delegation from the National Assembly and the State Audit Office of Vietnam to the Hellenic Court of Audit

On Thursday, 2 October 2025, a delegation of members of the National Assembly of the Socialist Republic of Vietnam, accompanied by the Ambassador of Vietnam to Greece, as well as officials from the State Audit Office of Vietnam, paid a courtesy visit to the Hellenic Court of Audit, with the aim of exchanging views and exploring prospects for new initiatives and opportunities for future cooperation.
The head of the mission, Mr Nguyen Duc Hai, Vice-President of the National Assembly, and Mr Doan Anh Tho, Deputy Auditor General of the State Audit Office of Vietnam, and the other members of the delegation, were received by the President of the Hellenic Court of Audit, Ms Sotiria Ntouni.

From the Hellenic Court of Audit, the following were present: State Prosecutor General Mr Stamatios Poulis, Vice-Presidents Ms Maria Vlachaki and Mr Dimitrios Peppas, Judge-Counsellor Ms Anna Papapanagiotou, and Junior Judge Mr Emmanouil Kalaitzis.
The representatives of Vietnam emphasised the need to strengthen bilateral relations and exchange know-how in the field of auditing, drawing on the best practices from the 200-year experience of the Hellenic Court of Audit, and expressed their intention to continue the dialogue with a view to further deepening cooperation.
The President of the Hellenic Court of Audit thanked the members of the Vietnamese delegation for their presence at the Hellenic Court of Audit and agreed to continue the dialogue in the future between the two Supreme Audit Institutions.

Signing of a Memorandum of Understanding between the Hellenic Court of Audit and the UAE Accountability Authority
On 25 September 2025, the Hellenic Court of Audit and the UAE Accountability Authority (UAEAA) signed a Memorandum of Understanding, launching a new era of closer collaboration aimed at strengthening transparency, integrity, and public accountability.
On 25 September 2025, the Hellenic Court of Audit and the UAE Accountability Authority (UAEAA) signed a Memorandum of Understanding, launching a new era of closer collaboration aimed at strengthening transparency, integrity, and public accountability.
The signing ceremony took place at the Court's premises in Athens, with both parties affirming their commitment to the exchange of knowledge and best practices in the field of public audit. The Memorandum aims to promote cooperation between the two Supreme Audit Institutions, both at the bilateral level and within the framework of the International Organization of Supreme Audit Institutions (INTOSAI), of which both institutions are members.
The key areas of cooperation include:
- Methodologies, procedures, and practices for Public Sector Auditing.
- Financial audit, performance audit, and compliance audit.
- Tools and techniques for auditing IT Systems and digital governance frameworks.
- Innovation and the use of technology in the field of audit.
- Governance systems and institutional risk management.
- Training and professional capacity building for the personnel of both institutions.
The Memorandum was signed by the President of the Hellenic Court of Audit, Ms Sotiria Ntouni, and the Chairman of the UAE Accountability Authority, H.E. Humaid Abushibs. Prior to the official signing, the two Presidents held a meeting, during which they discussed common challenges and opportunities for strengthening their respective institutions.

Visit of a Delegation of Candidate Judges from the Superior Regional Court of Leeds to the Hellenic Court of Audit
On Tuesday, 8 July 2025, the Hellenic Court of Audit welcomed a delegation of candidate judges from the Superior Regional Court of Leeds.
The delegation was accompanied by the Deputy Head of Mission at the Austrian Embassy in Greece, Mr Philipp Wassermann, and the Assistant at the Austrian Embassy in Athens, Ms Alexandra Nikolopoulou.
On Tuesday, 8 July 2025, the Hellenic Court of Audit welcomed a delegation of candidate judges from the Superior Regional Court of Leeds.
The delegation was accompanied by the Deputy Head of Mission at the Austrian Embassy in Greece, Mr Philipp Wassermann, and the Assistant at the Austrian Embassy in Athens, Ms Alexandra Nikolopoulou.
At the beginning of the meeting, Judge Counsellor Ms D. Kavvadia-Konstantara delivered a welcome address, emphasising the importance of strengthening judicial cooperation and promoting the mutual exchange of experiences between the two judicial systems.
Subsequently, Junior Judge Mr E. Kalaitzis presented in detail the competencies of the Hellenic Court of Audit as the Supreme Financial Court and the Supreme Audit Institution. Junior Judge Mr N. Gardelakis then took the floor and elaborated on the modern supervisory methods applied by the Hellenic Court of Audit for monitoring fiscal policy and public revenue, with particular emphasis on the Fiscal Sustainability Report.
An engaging discussion and exchange of views followed between the members of the two delegations, under the coordination of Judge Counsellor Ms D. Kavvadia-Konstantara.

Meeting between the President of the Hellenic Court of Audit, Ms S. Ntouni, with the First President of the French Court of Audit, Mr P. Moscovici
On Tuesday, July 1, 2025, the Hellenic Court of Audit had the honour of welcoming Mr Pierre Moscovici, First President of the French Court of Audit. During his visit at the Court, Mr Moscovici held discussions with its President, Ms Sotiria Ntouni.

Mr. Moscovici expressed his pleasure at visiting the Hellenic Court of Audit, emphasising the long-standing ties between the Supreme Audit Institutions of the two countries, particularly in light of the shared origins of the jurisdictional model under which they operate.
During the meeting, bilateral relations were reviewed, as formalised in the Cooperation Agreement signed in 2023 between the two institutions, and progress in its key areas was discussed, including: the exchange of views on current issues in public external audit and public finances at the level of the Heads of the Supreme Audit Institutions; participation in AISCCUF (Association of Supreme Audit Institutions Using French as a Common Language) and active engagement within this framework; and the organisation of joint training activities and the enhancement of professional standards for auditors and other staff.
Both parties underlined the importance of active engagement not only within the framework of their bilateral relations, but also in the broader international context, particularly within AISCCUF and JURISAI (International Organization of Supreme Audit Institutions with jurisdictional competencies). They also stressed the importance of exchanging know-how and experience, which is essential for strengthening fiscal control and promoting shared European values.
During the visit, a briefing was also provided on developments in the Greek economy, as reflected in the work of the Hellenic Court of Audit, particularly through the Report on the State’s Final Accounts and Balance Sheet, as well as the Fiscal Sustainability Report.
In addition, discussions were held on the preparation and publication of audit reports, as well as on the compliance of public bodies with audit findings issued by the two Courts, with a view to enhancing accountability and improving the effectiveness of public policies.
The French delegation consisted of: Ms Laurence Auer, Ambassador of France to Greece; Mr François de Ricolfis, Head of the Regional Economic Department of the French Embassy; Mr Axel Maybon, Auditeur at the Cour des comptes and responsible for European and international affairs in the Office of the First President; and Ms Audrey Boulery Lejarre, senior public official in training (INSP).
From the Hellenic Court of Audit, the following participated: Ms Anna Papapanagiotou, Counsellor, and Mr Nikolaos Gardelakis, Junior Judge.
The meeting took place in a particularly warm and constructive atmosphere and highlighted the shared commitment to continuous institutional cooperation, with the aim of strengthening accountability and transparency in the management of public resources, for the benefit of the rule of law and citizens.

The President of the Hellenic Court of Audit at the 150th Anniversary of the Swiss Federal Supreme Court
The President of the Hellenic Court of Audit, Ms S. Ntouni, participated, following an official invitation, in the celebrations marking the 150th anniversary of the establishment of the Swiss Federal Supreme Court, which took place in Lausanne on 15 and 16 May 2025. The events included official speeches by distinguished guests and a series of academic presentations.
The President of the Hellenic Court of Audit, Ms S. Ntouni, participated, following an official invitation, in the celebrations marking the 150th anniversary of the establishment of the Swiss Federal Supreme Court, which took place in Lausanne on 15 and 16 May 2025. The events included official speeches by distinguished guests and a series of academic presentations.
As part of the celebrations, an international scientific symposium was held with the participation of Presidents and senior judicial officials from supreme courts across Europe. The symposium focused, among other topics, on the following themes:
(a) the methodology of the Federal Court in interpreting legal rules;
(b) cognitive biases and judicial decision-making;
(c) the reasoning of decisions of the French Court of Cassation;
(d) the role of the judge and the way in which the Swiss Federal Supreme Court contributes to social progress (with examples from case law on women’s rights); and
(e) the principle of exhaustion of domestic remedies in the case law of the European Court of Human Rights.
During the official ceremony, welcome addresses were delivered, among others, by the Secretary General of the Court, Mr Nicolas Lüscher, the President of the Council of States, Mr Andrea Caroni, the President of the National Council, Ms Maja Riniker, and the Federal Councillor, Mr Beat Jans.
The President of the Swiss Federal Supreme Court, Mr François Chaix, emphasised the Court’s enduring commitment to the fundamental values of the Enlightenment, at a time of international circumstances in which even democratic states call into question the core principles of the rule of law. He also recalled that the words Lex, Justitia, Pax—Law, Justice, Peace—are engraved on the façade of the Court and constitute the core of its mission.
The presence of the President of the Hellenic Court of Audit at the events provided an opportunity for the exchange of views with judicial officials from other European Supreme Courts and highlighted the importance of international cooperation in the field of justice.

Participation of the Hellenic Court of Audit in the Celebration of the 100th Anniversary of the Albanian Supreme Audit Institution
The Vice-President of the Hellenic Court of Audit, Ms M. Vlahaki, following an invitation from the Supreme Audit Institution of Albania (ALSAI), participated in the anniversary events marking 100 years since its establishment. The events took place in Tirana on 19 and 20 May 2025.

The events took place in Tirana on 19 and 20 May 2025. During the official ceremony, held in the plenary hall of the Parliament of Albania, Ms Vlahaki delivered a speech.
The events were attended by the heads of the International Organization of Supreme Audit Institutions (INTOSAI) and the European Organization of Supreme Audit Institutions (EUROSAI), members of the European Court of Auditors (ECA), delegations from peer European Supreme Audit Institutions (SAIs) and international organisations, as well as members of the academic community and the diplomatic corps.
The participation of the Hellenic Court of Audit in these events aims to promote international cooperation and the exchange of expertise among Supreme Audit Institutions. In this context, among other matters, the possibility of the Court’s participation in a coordinated international audit organised by the Supreme Audit Institution of Brazil under the auspices of INTOSAI was explored, and representatives of peer institutions were invited to develop bilateral relations.

Visit of a European Parliament Delegation to the Hellenic Court of Audit
On Tuesday, 15 April 15 2025, a delegation from the European Parliament paid an official visit to the Hellenic Court of Audit to exchange views in the context of evaluating the progress of the Recovery and Resilience Facility (RRF).

The Hellenic Court of Audit was represented by its President, Ms S. Ntouni; Vice President Ms E.-E. Kouloubini; Judge Councellors Mr D. Peppas (Spokesperson of the Court), Mr K. Efentakis, Mr D. Tsakanikas, Ms A. Papapanagiotou, and Ms I. Papatheodorou; and Junior Judge Mr E. Kalaintzis (Assistant Spokesperson).
The European Parliament delegation comprised the following Members (MEPs): Mr S. Mureșan, Vice-Chair of the EPP Group, Head of Delegation, and member of the Committee on Budgets and the Committee on Economic and Monetary Affairs; Mr K. Ressler, member of the EPP Group and the Committee on Budgets; Mr G. Aftias, member of the EPP Group, the Committee on Budgets, and the Committee on Economic and Monetary Affairs; Mr E. Győri, member of the Patriots for Europe Group; and Ms A. Van Brug, member of the Renew Europe Group, the Committee on Budgets, and the Committee on Economic and Monetary Affairs.
During the meeting, the following were presented:
the Court’s Audit Report 2/2024, concerning the Recovery and Resilience Facility and the risk of delays;
the planned audit for the current year, covering resources allocated to training programmes for the unemployed and vocational retraining;
the special legal procedure for the pre-contractual audit of high-value public contracts funded by the RRF; and
the absorption rate of the Facility's funds, as detailed in the Court's 2023 Fiscal Sustainability Report.
The judges of the Hellenic Court of Audit responded to questions from the MEPs, providing comprehensive information, particularly regarding the pace of fund absorption and the final use of RRF resources, the impact of these funds on the real economy, and the procedures followed in cases where irregularities are identified during the Court's audits.
The Members of the European Parliament thanked the judges for the detailed briefing and acknowledged the importance of the audits conducted by the Hellenic Court of Audit.

Meeting between the President and the State Prosecutor General of the Hellenic Court of Audit with the President of the European Court of Auditors
On Tuesday, 11 March 2025, a meeting was held between the President of the Hellenic Court of Audit, Ms S. Ntouni, and the State Prosecutor General to the Court, Mr S. Poulis, and the President of the European Court of Auditors (ECA), Mr T. Murphy.

The discussion focused on common challenges and best practices in the field of anti-corruption, with a view to safeguarding public finances.
The meeting reaffirmed the commitment of both Institutions to the continuous improvement of audit mechanisms and the promotion of sound financial management at both national and European levels. Furthermore, the need to strengthen cooperation was underscored, given that contemporary challenges know no borders.
Finally, the importance of Supreme Audit Institutions (SAIs) and the imperative need to ensure their independence were highlighted, particularly in times of increased scrutiny. In this context, it was emphasised that the jurisdictional model followed in Greece contributes decisively to enhancing the effectiveness and impartiality of audit work.
Those attending the meeting on behalf of the ECA were: Mr N. Milionis, Member of the ECA; Mr W. Stolz, Head of Cabinet to Mr Murphy; Mr K. Sniter, Head of Cabinet to Mr Milionis; Mr N.
